Rules

MEMBERSHIP REQUIREMENTS:

A one-year family membership is $100.00 and shall consist of 2 adults & 1 driver, each additional driver and/or family member is $25.00.
Membership for 1-2 adults without driver is $50.00.
A copy of the driver’s birth certificate must be on file or submitted at time of membership.
Membership deadline is October 20th any memberships received after the due date of Oct 20th will incur an additional $25.00 fee.
Each driver will receive WKSRA membership gift and banquet meal and gift at our annual awards banquet.
In return, driver families are asked to support the club by participating in club fundraisers throughout the year (a $50 fundraising fee will be added to membership for families who do not volunteer) We also ask that members volunteer at each race that they participate in by helping with track set up, tear down, flagging, scoring, pin pulling, etc. *New members are excluded from the $25 late fee and also the $50 fundraising fee

Race class entry fees are non refundable once the first race of the day has started. Credit will be given by discretion of the Race Director.
Driver entry to an event is open to any qualified individual. WKSRA has the authority and responsibility to evaluate all drivers to determine their qualifications. The race director will confer with parent or guardian first, but have final authority in the event of questionable safe handling of equipment by children who pose a safety hazard to others on the track, as well as questionable safe handling equipment by children perhaps not ready for that class. The decision may be appealed to a WKSRA officer by a parent or guardian.

SERIES/DIVISIONS: 

KITTY CAT: We are proud to feature perhaps the oldest yet most kid friendly class of all. Kitty Cat Governor Stock (Box Stock), Amateur Kitty Cat Stock and Kitty Cat Stock are WKSRA’s entry-level divisions. Tight modification rules make these sleds fun and exciting for the entry-level driver and affordable to own and maintain. Kitty Cat Improved Stock offers a step up from the entry level Kitty Cat. An inexpensive gear change to the stock Kitty Cat increases speed. Here is where you will find the up and coming stars.
120: The 120 Governor Stock (Box Stock), 120 Amateur Stock and 120 Stock are WKSRA’s entry-level divisions. They are affordable and fun. 120 Super Stock and Improved 120 is a step up. A gear change will increase speed not your budget. 120 Improved Lemans allows the driver to try their skills on a lemans style racecourse. Here you will find a good mix of veterans and up and coming stars.
MODIFIED: This is for kids with at least one year of experience in stock classes. Here you will find the most seasoned veterans. F3, Beginner F1, and F1 allow modifications to the chassis and motor, which gives teams
an opportunity to try different set-ups and strategies. Our 120 Sprint class also allows modifications to the motor and our 120 Champ allows a race team to modify both motor and chassis within the WKSRA guidelines
JUNIOR: This class is truly excitement for the older kids ages 10-15, who have some experience with the Junior Novice type snowmobiles. The past champions of this class are now champions in the next level of competition with USSA and WSA. Junior Vintage division is for 300cc or smaller and must be 1985 or older. Junior Open 1 & Open 2 divisions are for all snowmobile makes and models (340-380) within the ISR guidelines. Junior A/C (Arctic Cat) is the Arctic Cat only Junior division.
These divisions are designed so that all children can find a class to excel in, from the amateur racer to the more seasoned pro.

AGE LIMITS:

GOVERNOR STOCK- Kitty Cat & 120 Divisions: 4 to 5 years old with little or no racing experience.
AMATEUR STOCK – Kitty Cat & 120 Divisions: 4 to 7 years old with little or no racing experience.
STOCK – Kitty Cat & 120 Divisions:4-14 years old.

SUPER STOCK/ IMPROVED/ 206 SEMI PRO- 120 Divisions: 6-14 year old with 1 year of driving experience. Driver qualifications up to the race director and board.
MODIFIED – F1, F3, 120 Sprint, 206 Pro and 120 Champ Divisions: 7-14 years old with 1 year of driving experience in a stock class.
JUNIOR Divisions: Vintage – 10 to 15 years old. Open 1, Open 2, Arctic Cat – 11 to 15 years old.

CLASS RESTRICTIONS

  •  Children may start racing on their 4th birthday and must not be older than 15 years of age before January 1st to be eligible to compete.
  •  A Governor Stock driver may not race in any stock classes – Amateur Stock is permitted.
  •  A driver of Amateur status (Kitty Cat or 120) may not race in modified classes or Amateur status will be forfeited.
  • Vintage – 10 to 15 years old. Open 1, Open 2, Arctic Cat – 11 to 15 years old.

ROOKIE DRIVER STATUS:

Rookie Status is defined as the first year in which a racer races at 4 or more racing dates that are point races in that series. If a racer only races 3 races, the racer would still be a rookie in the next race season only. They must also race the majority of our races (approximately 70%) to qualify for Rookie of the Year. Governor class drivers are not eligible for Rookie of the Year.

AMATEUR KITTY CAT/120 DRIVER STATUS:

Amateur drivers must meet the age requirement of 4-7 years of age and little or no racing experience. Amateur drivers will be graduated out of the amateur class standing after 3 wins in a full class and/or advancement to the final with a 3 top three finish in a stock class in that series. An amateur driver may advance to an improved class in one division (Kitty Cat or 120) and still maintain amateur status in the other division. If a driver chooses to advance to a modified class in either Kitty Cat or 120 divisions, before graduating out of amateur classes, their amateur status will automatically be forfeited in both the Kitty Cat and 120. All age limits and class qualifications apply with the discretion of the WKSRA Board or Race Director. WKSRA has the authority and responsibility to evaluate all drivers to determine their advancement.

BEGINNER F1 DRIVER STATUS:

Beginner drivers must meet the age requirement of 7-14 years old with 1 year of driving experience in a stock class. Beginner drivers will be graduated out of the Beginner class after 3 wins in a full class and/or advancement to the final with a 3 top three finish in the F1 class. All age limits and class qualifications apply with the discretion of the WKSRA Board or Race Director. WKSRA has the authority and responsibility to evaluate all drivers to determine their advancement.

SERIES PRO DRIVER STATUS:

Series Pro Driver Status will be given to all racers who attend every point races for the entire season.

RETIREMENT ELIGIBILITY:

Any driver that has raced a minimum of 7 years or has reached the age of 12 years old will qualify for retirement gift at year end awards banquet. Any other retiree eligibility would be at the discretion of the board of directors.

YEAR END POINTS & APPAREL:

A racer must race a minimum of four (4) races to be considered for the year-end Class Points and year-end apparel.

CLASS DESCRIPTIONS:

Please refer to the ISR Book for full set of rules for all classes. These rules take precedent over and are in addition to ISR rules.
Box Stock/Governor Stock Class – Kitty Cat & 120 (non points) – Age limit 4-5 years old. • Governor must be functional. • 120 class permitted modifications: 1 stud per hole max 27 studs and one 4” carbide will be allowed. Kitty Cat – follow ISR rules. • A Governor Stock driver may not race in any stock classes – Amateur Stock will be permitted. • Governor stock classes will be a non-points class. Trophys will be awarded 1-3. Medals will be awarded to 4th – 6th place.
Amateur Stock – Kitty Cat & 120 (non points) – Age limit 4-7 years old.
Junior Vintage Stock Class (points class)- Age limit 10 – 15 years
Sled must be 1985 or older. • This class is for 300cc or smaller and Fan cooled.
JUNIOR CLASSES – MAXIMUM GEAR RATIO: All Arctic Cats: 20-44 SkiDoo’s without TRA clutch: 18-44 All Polaris: 17-41 SkiDoo’s with TRA clutch: 16-44 Sleds may gear down for smaller tracks but not above the maximum gearing for each specific model. See ISR book for complete rules.

MANDATORY DRIVER REQUIREMENTS:

  • All drivers must register with ISR and receive an ID number before they will be allowed to race. Register at www.isrlicense.com
  • Helmets are required to be DOT and Snell 2015 or ECE 22.05 and 75% orange.
  • The back of the drivers jacket will require 144 square inches (12”x12”) of orange and include their sled number.
  • Eye protection (goggles or helmet shield).
  • Over the ankle boots.
  • Shin (with knee) guards required, elbow pads recommended but not required.
  • ISR approved Saftey/TekVest will be required in all classes.

MANDATORY SLED REQUIREMENT:

  • Tether cords in proper working order are mandatory.
  • All sleds must be equipped with stock OEM chain tensioner bracket, puck and brake band bracket. Excluded from this are F1 and F3.
  • All sleds must be equipped with functional brakes, chain and clutch guards.
  • All sleds must have a battery operated light (bicycle light) on the back of the sled, even if they have a working taillight.
  • To aide in steering saftey, heim joints, steering rods, and handle bar hooks will be allowed in all classes. (See hooks in stock class in ISR book)
  • The color orange is not permitted on any sled; any visible orange must be removed or concealed.
  • Drives number must be clearly visible on both sides of the sled and at least 6-8″ high.
  • Fuel- alcohol, oxygenated/reformulated gas or fuel additives may not be used.
  • Fuel will be periodically checked and must meet ISR and Digatron specs. These fuels are toxic, dangerous and cause serious health effects.

INSPECTIONS:

All sleds are subject to pre-race inspections. The technical inspector may tear down any sled at any time to check for status verification. If the owner does not allow this, the sled will be disqualified. Any and all racers finishing in the top six (6) positions in any class will be subject to tear downs and inspections by the technical inspector, race director and President of the WKSRA.

POINTS:

  • 1st Place – 11 points
  • 2nd Place – 9 points
  • 3rd Place – 7 points
  • 4th Place – 6 points
  • 5th Place – 5 points
  • 6th Place – 4 points
    1 Point for each driver entered in the class that does not make the final.
    There will be no point awarded if there is a credit or refund issued or driver is disqualified.
    High Points in Junior Series, Kitty Cat Series and 120 Series will be based on the combined total of the two highest class points for each driver for each series.
    When calculating end of year point the lowest point score will be dropped for the total end of year class points. A driver is allowed to drop (0) zero points for a race that they were not able to attend or unable to run. It is not allowed to drop a (0) zero from a race that a driver was disqualified.

TRACK RULES:

Racers will be required to drive safely and any unsafe driving or acts of aggression or illegal equipment will be grounds for disqualification and/or penalty.
NO clearing track and/or engine at starting line. Warm-up stands with ISR-approved backs and sides MUST BE USED when warming up machine with the track suspended above the ground/ice surface.
No pushing or shoving. Inside machine has the lead. No pushing or racing inside of cones. If a driver is excessively pushing or tries to force their sled into an area that it won’t fit and catches a cone, or purposely catches a cone, will have to continue racing with a cone in place. Racing will not be stopped for picking up a cone. Pushing others drivers into cones will not be tolerated.
Race restarts. If a driver causes the race to be restarted more than once, that driver will start in the second line of a restart.
A racer cannot enter the infield of the track to pass another racer or to gain ground during the race. If a driver gains a position in this manner the final results will reflect the loss of this placement for any placement affected by this pass. If driver is driving in an overly aggressive manner repeatedly final placement may be moved to 6th place at discretion of the Race Director.
Racers must stay on sled at all times. If sled failure occurs, drivers are required to raise their hand to notify flaggers/corner workers. Corner workers will help drivers in need.
The checkered flag will determine end of the race, not number of laps. Situations are at the discretion of head flagman of that race.
Time to fix or repair a sled is limited to 5 minutes maximum. This comes into play only after a race has started and a mechanical problem arises. If a sled makes it to the line but is unable to finish the heat, they may be placed into the consi heat if that is an option. However, the sled must have made it to the start line by its own power.
Parents, racers, spectators and other children must remain off the track while the race is under way for that day. Parents on the track or infield are only permitted if: their child has been injured; if there is a mechanical problem with their sled and the race has been stopped; or if a race has been stopped or not yet started due to a mechanical problem of some ones sled and your machine needs to be restarted. The parents should leave the track once the problem is corrected. Parents will not be permitted to stand next to or hold sled in place on the start line.
FOR INSURANCE PURPOSES CHILDREN OR UNAUTHORIZED ADULTS ARE NOT PERMITTED ON THE INFIELD OF THE TRACK WHILE A RACE IS UNDERWAY, INSURANCE WAIVERS MUST BE SIGNED AT EVERY RACE.

DISQUALIFICATIONS:

If a sled has been disqualified, the driver will be suspended from that class for that race and any races that the involved sled was used in and the next two point’s races, at the discretion of the WKSRA officers and race directors. The decision of the officers, voting board members, race director and technical inspector(s) is final.

RACE DIRECTOR AUTHORITY:

The Race Director shall be responsible for the conduct of the race. They shall have the right to make the final determination concerning all aspects of the race and the race facility, including design. They shall have the voice of authority to discipline the participants for violation of the rules. Such discipline will be limited to disqualification of a participant and/ or exclusion from an event(s). Parent/guardian must speak with the race director no later than 15 minutes after the finish of the race in question. If the race director is not present, the President will take his place.

FLAG/RESTART RULES:

The flag person and/or race official will stop and restart the race if all sleds do not clear the designated striped cone in the first lap.
All Machines will be stopped under the red flag. The flagman will notify drivers when to move machines and then proceed slowly to point of restart.
If less than one lap has been raced the order of the sleds for restart are the same as the beginning of the race with the following exceptions:
Any sled causing the stop of the race twice with a false start will be placed one sled length behind the others on the start line.
After more than one lap has been raced the restart position of the machines reverts to the last officially counted lap. Sleds will restart in staggered line from left to right with the sled causing the stop of the race placed to the back. In the instance that two sleds were involved in stopping the race they will be placed evenly side by side.
If a racer receives two red flags in one class, they may be disqualified from that race for the day at the discretion of the race director.
If a racer causes the race to be stopped by reckless driving, that racer can be black flagged.
Red flags are to be used at the discretion of the corner people. If there is a dispute, it should be taken up with the race director and finalized before the start of the next race.
Red flags will not be thrown in the last lap unless necessary for the safety of participants (driver or sled in the direct path of drivers finishing the race or other dangerous situation). If a red flag is unavoidable in the last lap the restart will consist of 2 laps.
Any sleds crossing the finish line before a red flag is thrown shall be considered finished. Any remaining sleds will restart and complete 2 laps to finish and determine placement.

VIDEOTAPING:

Videotapes will not be viewed for Race Decisions.

RADIO DEVICES:

As of December 31st, 2002, the Wisconsin Kids Snowmobile Racing Association (WKSRA) board has voted to ban the use of “radio devices” for the purpose of communication between Driver and Parent in any and all race situations. Further use of these radios will result in an infraction of the WKSRA By-Laws Section 6, subsection E and will result in a disqualification for two (2) WKSRA points races for that particular class that the radios were used in and sacrifice of the points earned in any or all wins.

PROTESTS/DISPUTES:

In the event of any protest or dispute of stock or ineligible equipment in any class, or driver, WKSRA has enacted a $50.00/$150.00 Protest Rule. ($50.00 for stock based classes and $150 for all modified classes). Any parent or guardian of a driver may on any occasion protest for using illegal equipment or otherwise breaking WKSRA rules if they file an official protest. Parent/guardian must file an official protest form with the Race Director in the Registration Trailer/Building no later than 15 minutes after the finish of the race in question. $50.00/ $150.00 Protest Fee must accompany official protest. The Race Director will review the official protest in the Registration Trailer/Building and determine necessary action within 15 minutes of the end of the race day. He may consult other race directors/officials and Tech inspector(s) in the privacy of the registration site. In the event of equipment dispute, protested machinery is immediately impounded to the center of the race track or other secure area, until Tech inspection is performed to determine authenticity of protest. No awards will be given to the driver under an official protest until protest is resolved and the Race Director/Head Tech inspector determines an answer. If the protest is warranted, the driver/family filing the protest will have their $50.00/$150.00 returned to them. Protested machinery will be subject to any disqualification or suspension rules. If the protest is NOT warranted and the machine and/or driver are eligible by all the rules of WKSRA, the filing racer/family will lose the $50.00 or $150.00 Protest fee. The 50.00/$150.00 Protest fee will be given to the protested driver/family for the inconvenience of the protest. Bad checks or stop payments of protest fee will result in an automatic one-race suspension of driver or family.

The five elected board members of the WKSRA are to be used whenever a dispute, conflict or a disturbance to the WKSRA has been identified and needs a resolution. This includes decisions that occur on and off the WKSRA racetrack.
If it is not stated in these rules that you can do it, it can’t be done. Any questions concerning rules should be directed to the Race Director(s). If decision is not satisfactory, it may be appealed to the WKSRA officers. A vote may be taken if necessary.
